Melvin Brown II is an acclaimed senior executive renowned for delivering transformative results across federal information technology.
As the former CIO of the U.S. Office of Personnel Management, Melvin managed a $200 million IT portfolio, led major modernization initiatives and guided a combined team of over 700 professionals. His distinguished federal service includes holding leadership roles where he drove innovation and operational excellence across the Small Business Administration, Department of Homeland Security, and Federal Aviation Administration.
As a decorated Veteran, Melvin’s leadership started in the United States Marine Corps, and since his leadership and vision have earned industry-wide recognition, including being named Top Government Executive of the Year by ACT-IAC (2024) and is a multi-year Fed100 Winner (2023, 2025), recognitions that reflect his relentless commitment to innovation, collaboration, and results that matter.
Today, he is an active leader in ACT-IAC and the FinOps Foundation, shaping the future of federal technology and financial operations.
He holds two master’s degrees in Cybersecurity Policy and Social & Organizational Learning and has shared his expertise as a former adjunct professor and frequent industry speaker.
